Toms River Spa used for prostitution, prosecutor says


TOMS RIVER, NJ – A couple from Toms River have been charged with promoting prostitution and money laundering following a year-long investigation into activities at Spa 1800 on Lakewood Road, the office of the Ocean County District Attorney.

Wayne Lefkowitz, 56, and Guihua Cui, 51, who are married, have each been charged with promoting prostitution and two counts each of money laundering, prosecutor Bradley D. Billhimer said. The charges were laid on April 28 and 29, he said.

Investigation by the Economic Crime Team and Special Victims Unit of the prosecutor’s office found that while the spa appeared to be operating as a legitimate business, people who frequented the spa were offered sexual favors. in exchange for money, Billhimer said.

Additionally, the investigation found that Lefkowitz and Cui had deposited the spa’s proceeds into several different bank accounts in an attempt to avoid transaction reporting requirements under New Jersey state law, said the prosecutor.

Search warrants were executed at Spa 1800 and the couple’s home in Toms River on April 28, and the court-authorized seizure is ordering the couple’s bank accounts, Billhimer said. They were charged and released on summons pending the next court dates.

The investigation was carried out by the following units of the Prosecutor’s Office – Special Investigations Unit, Economic Crime Squad, Special Victims Unit, Internal Affairs Unit, High Tech Crime Squad, Homeland Security / Security Squad Intelligence and the Narcotics Strike Force, – as well as detectives and patrol officers from the Toms River Police Department, with assistance from the New Jersey State Police, Billhimer said.
